A friend if mine just recently gave me some parts for a new build and I am short in the monitor department. I'm going to be rocking an (I forget the exact model) Intel Xeon 6 core at 2.8 ghz that was previously OCed to 3.4 ghz and a GTX 980ti.

I don't do any hardcore gaming any more but I definitely game, some games like Planetside 2, Elite Dangerous, and Skyrim.

I was looking at the Asus Vg245h but the fact it is a TN panel is a bit of turn off, I really like the look of IPS panels.

    Any recommendations would be appreciated

This one has a VA panel which are my favorite:

VA has the best contrast levels of all panel types so the image quality looks the best. Colors are somewhat comparable to IPS. Motion quality is a bit lower than others due to slower pixel response though. Motion quality matters more for fast paced games than anything else though. For slower games, desktop work, and movies it isnt a big deal.

This one if you want to spend a little above your budget and get a 1440p resolution instead:

This one has a little bit faster refresh rate which is nice and is an ultrawide type:
