Looks hand drawn so could be an original piece of art. But a place to start looking is the occult genre vampires, magic that kind of thing black hair and red eyes are fairly common in those kinds of anime. I couldn't tell you much without a piece of animation since this character look is fairly common and animation style is usually more distinctive then the actual artwork.
Trivial, throw away character barely mentioned in passing and nearly irrelevant to plot as he can be replaced with zero effort, due to having no appeal or "character" ?
